SUMMARY:
The Program Finance Manager reports to the Director Program Finance works in concert with the Program Finance Support Team. The PF Manager is responsible for the implementation and management of the Enterprise Program Planning and Controls Function within Sierra Nevada Corporation's Program Finance Department, in line with industry best practices, program standards, corporate governance, and associated requirements. The position requires management of the Corporate Program Planning and Cost Team. Job duties include conducting Integrated Baseline Reviews (IBR), Joint Surveillance Reviews (JSR), program independent assessments, and peer reviews to ensure proper application of Program Measurement and Tracking & Earned Value management System guidelines and program health. The PF Manager will be responsible for baseline implementation support and guidance as well as ensuring schedule and cost integration are maintained on programs. Candidate must be adept at communicating to program personnel, senior management and customer representatives (typically DCMA).

PRIMARY RESPONSIBILITIES INCLUDE:

--- Provide technical, schedule, and cost baselining and tracking guidance to the Business Area Business Management Teams in support of monitoring key performance metrics
--- Provide consistent guidance on Corporate Program Execution compliance, processes and procedures and resolve policy conflicts
--- Provide insight and guidance on Earned Value Management planning and implementation during proposals, negotiations, program startup, and execution
--- Evaluate validity of integrated master schedules and performance measurement baselines (PMBs) through various schedule and cost health and risk assessments
--- Provide program feedback regarding cost & schedule risk assessments
--- Ensure Best Practices are identified and implemented, while coordinating self-assessment & surveillance activities
--- Provide guidance to responsible Business and Program Analysts supporting various programs on compliance, processes, and procedures
--- Provide expertise and ensure appropriate Estimates at Completion (EAC's) reflect the true final cost on programs across the enterprise though evaluation of Program metrics and risks
--- Responsible for EVMS maintenance to support system compliance
--- Responsible for PMAT, EVMS, Scheduling, and Controls training development and implementation utilizing PMAT department resources in partnership with L&D
--- Partner with SNC CPPM Process Owners to build synergy across functions
--- Support the development of Business Management best practices and training
--- Work in a collaborative environment with various internal and external stakeholders
--- Support the needs of employees through career development, mentorship, and training
--- Establishing performance objectives and evaluating individual performance

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

--- Bachelor's degree with 8+ years of applicable work experience
--- Must have a strong background and proven competency in Earned Value Management fundamentals
--- Must have previous experience mentoring and training personnel, as well as developing complex solutions in a collaborative environment
--- Skills including Excel, PowerPoint and MS Word
--- Excellent communication skills; written, verbal & presentation
--- PMP & EVP Desirable
--- The ability to obtain and maintain a Secret U.S. Security Clearance required

ADDITIONAL RESPONSIBILITIES INCLUDE:

--- Punctuality to work each day and prepared to work scheduled work hours
--- Other duties as assigned

COMPLIANCE RESPONSIBILITIES:

--- Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external)
--- Responsible for timely execution of all personnel-related activities such as Time Sheet completion, Performance Evaluations (Anniversary and Annual), Salary Reviews, Succession Planning, etc.
--- Responsible for leadership oversight and for ensuring Department/Team training

This position requires the ability to obtain and maintain a Secret U.S. Security Clearance. U.S. Citizenship status is required as this position needs an active U.S. Security Clearance for employment. Non-US citizens may not be eligible to obtain a security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance eligibility process for industry applicants. Adjudicative factors which affect the outcome of the eligibility determination include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and illegal drug use.
