Job Description: SUMMARY: The Sourcing Manager leads the enterprise strategic sourcing for direct and indirect spend. This role identifies and applies forecasted demand to develop sourcing strategies. Indirect commodities covered include HR, IT, Finance, Travel, Facilities, and other corporate spend. Direct commodities include Aircraft Parts, Common Stock, PCBs/CCAs, Metal & Machined Parts, and other direct spend. For direct spend, it is expected that the Sourcing Manager will partner with business area Senior Procurement Managers in the formation and execution of strategic agreements. For indirect spend, the Sourcing Manager will partner with corporate functional leaders PRIMARY RESPONSIBILITIES INCLUDE: * Research, analyze, evaluate, and make decisions regarding processes, policies, and strategies * Define and approve spend categories to determine optimal sequencing, definition, and parameters of commodities * Determine sourcing options and supply alternatives. Challenge others to provide creative options * Lead structured analysis of supplier industry, economics, and market conditions * Identify and pre-qualify supply alternatives * Evaluate company purchasing patterns and forecast trends * Approve standardized specifications * Review and approve vendor selection criteria; RFP & Evaluation templates * Evaluate vendor responses and select finalists * Review and approve vendor performance standards and measurements * Review and approve benchmark standards and conduct gap analysis with "best: practices. Recommend adoption of new processes and practices * Ensure spend is conducted in the most logical and efficient manor: PCard, Non-PO, Strategic Agreement, BOA/BPA, IDIQ, Multi-award, etc. * Review, edit, and approve complex RFI and RFP, and communicate to vendors * Articulate contract standards and specifications. Enforce compliance * Communicate vendor selection decisions to impacted employees, their leaders, and vendors * Effectively communicate the impact of sourcing decisions to management and employees as appropriate. Actively enroll their support * Answer complex inquiries requiring interpretation of policies * Respond to audits, surveys, or other information requests from internal and external sources * Lead fact finding and negotiation with potential and chosen vendors * Develop standard Ts&Cs evaluation process * Direct and approve RFI and RFP processes * Determine the decision criteria * Oversee the sourcing process to select and maintain vendors that provide maximum value to the company * Coordinate with procurement agents, functional managers, and vendor managers to develop policies, monitor internal and external compliance with those policies, and take corrective actions as appropriate * Appropriately escalate non-compliance situations * Develop the department's annual plan and meet the annual plan. Produce annual planning bulletins and other tools to help others plan for cost containment * Develop and document vendor data requirements, final terms and conditions, and supplier performance measurements * Track and report savings/benefits and internal compliance * Write/update policy manuals, instructions, bulletins, and documents * Review and approve documentation of others * Monitor supplier performance against KPIs/SLAs ADDITIONAL RESPONSIBILITIES INCLUDE: * Punctuality to work each day and prepared to work scheduled work hours DELEGATION OF AUTHORITY RESPONSIBILITIES: * Responsible for thoughtful adherence to all SNC Delegation of Authority requirements * Review Delegation of Authority thresholds as applicable to job position stated in the DOA Responsibilities Matrix COMPLIANCE RESPONSIBILITIES: * Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external) * Responsible for timely execution of all personnel related activities such as Time Sheet completion * Performance Evaluations, Salary Reviews, Succession Planning, etc. * Responsible for leadership oversight and for ensuring Department/Team training * Other duties as assigned ESSENTIAL FUNCTIONS: * Minimum physical requirements to perform all duties and responsibilities, as defined by management * SNC job descriptions are meant as summarizations only. They do not necessarily reflect all duties and responsibilities of a position EDUCATION, EXPERIENCE AND SKILLS REQUIRED: * Significant supervisory and managerial experience * 10+ years relevant experience * Bachelor degree * Possess the ability to work with people at all levels, internal and external to the organization. * Must be extremely dynamic, demonstrate initiative and have the ability to multi-task in a very fast-paced environment * Advanced user of Microsoft Office tools, such as Word, Excel and PowerPoint. * Minimum Fundamental Knowledge, Skills, and Abilities as stated in SNC's Responsibility Matrix.
