This position is responsible for planning, coordinating and managing the implementation and direct delivery of HR programs and services for both Corporate and field-based teammates. Works closely with all members of the HR team, and with all levels of management to recommend and implement programs and services that support the goals of the organization and of the Human Resource function, and that help to attract, retain and reward our employees. Ensures compliance with all HR, legal and other policies and procedures. Collaborates across the Human Resources function to ensure effective HR service delivery, and to plan and design new programs and services to create a positive employee environment. Provides leadership oversight to the internal leadership and management teams by ensuring focus on corporate guidelines. Manages relationships across the organization to ensure contractual performance requirements are achieved. Serve as a member of the leadership team for the Human Resources function. Establish, lead, and maintain the Human Resources strategy, and associated compliance programs, processes, & systems Direct the planning, development, implementation and administration of short- and long-term strategies for HR service delivery across the organization, including those that affect all Corporate and field-based teammates. Establish a high performing team and lead a culture of accountability that ensures delivery of timely, quality HR services to internal customers. In collaboration with the HR business owners, coordinate the implementation and administration of HR programs, including sourcing and selection, compensation, benefits, employee relations, performance management, and learning and development. Monitor and ensure HR practices are implemented in the field to comply with all employment laws and regulations. In collaboration with the HR business owners, ensure compliance and successful audits with all legal (i.e., federal and state regulations, governmental reporting, participant disclosure, wage and hour) and other requirements of these programs. Serve as a primary source of communication and information for all HR customers, including policy updates, program information, procedure and process changes, and other HR-related information. Develop strong working relationships with all business partners and ensure open communication channels to share and receive feedback on HR service delivery and current and future employee needs. Directs management on complex issues in performance management, disciplinary action or other employee relations concerns. Oversee and manage the development and implementation of labor relations initiatives, strategies and programs and delivers solutions to Senior Leadership on major labor relations initiatives. Directs the development and implementation of progressive bargaining strategies that accomplish management goals and objectives. Oversee contract negotiations and ensure appropriate handling of grievances, arbitrations and other union matters. Measure, monitor and report on service levels and key performance indicators specific to the delivery of HR services, monitor performance against those metrics, and set customer expectations regarding service delivery capabilities. Participate in peak planning and other business priorities to ensure seamless HR support of these initiatives. Ensure the development and implementation of workforce independence strategies that meet the goals of the company. Develop and administer department budgets, including adapting to any required business needs or mandates. Hire, coach and counsel departmental staff, manage and evaluate performance, provide learning opportunities and stretch assignments, and manage all other aspects of planning, directing and coordinating a department. Minimum Requirements Bachelor's Degree in Human Resources or business related field required and 10 years of relevant experience. Master's Degree preferred. Span of control is organizational wide. A minimum of ten (10) years' experience in Human Resources or a related field; experience across multiple areas, including in-depth experience in employee relations and delivering on a wide range of HR initiatives across a large organization. Minimum of five (5) years management experience preferred. Broad knowledge of state and federal laws/guidelines regarding employment practices, compensation and benefits administration, employee relations. Excellent analytical, project management, organizational skills. Strong leadership skills, including excellent communication skills, consultative skills, presentation skills, and an ability to work effectively and collaboratively in a cross-functional team environment.
